Omicron and warmer winter weather in Europe are complicating a potential Russian invasion of Ukraine. New weather projections suggest that most of Europe will see a relatively warm January, limiting natural gas heating needs and constraining (but hardly removing) Putin’s energy leverage over Europe. Omicron, on the other hand, offers both opportunities and risks for Putin. TASS and Putin claim that the Russian military is 100% fully vaccinated; Ukraine’s military vaccination rate, however, doesn’t appear to be public but only ~33% of Ukrainian residents have received a *single* vaccine dose amid widespread vaccine hesitancy. Russia’s fully vaccinated military will weather the Omicron wave much better than Ukraine’s, potentially giving Putin a key, near-term advantage.
While Omicron dynamics could actually provide near-term advantages for the Russian military in a potential conflict over Ukraine, the variant could damage the Russian economy, sapping elite and popular enthusiasm for additional escalation abroad. Russian health authorities report at least 100 domestic cases of the extremely transmissible Omicron variant, and the number of severe COVID cases will very likely skyrocket over the next several weeks due to limited domestic vaccine uptake, waning Sputnik V vaccine efficacy, and an anemic booster campaign. While Russia will enjoy some level of protection from vaccine coverage and prior infection, there is every reason to suspect that its COVID cases will soon reach record highs, almost certainly followed by record hospitalizations and additional lockdowns. Facing a severe public health and economic crisis from the Omicron variant, Putin will be reluctant to escalate in Ukraine and provoke corresponding Western sanctions - at least in the very near term. On balance, a January conflict over Ukraine appears less probable than it did a few weeks ago.
The next month will prove important. NATO and Russia will hold Jan 12 talks in Brussels over the Ukraine issue, while Putin and Xi are scheduled to meet in early February at the Beijing Olympics. Putin will likely face quiet, non-public pressure from Beijing to delay any escalation until after the Olympics, to cancel his attendance, or, most likely, both. Indeed, Xi and Putin seemed to note this possibility in their virtual phone call last month, as both figures said they “hope” to meet in February.
Finally, as The Report goes to press, there are highly credible reports that protesters have seized government buildings in Kazakhstan’s commercial capital, Almaty. The next edition of The Report will be published later this week and will discuss Central Asia and RIC (Russia-India-China).

Throughout the U.S. history, its military-industrial complex, a mighty interest group, has repeatedly manipulated the country’s political decision-making and seen wars as a shortcut to profits, prompting the U.S. government to cause one catastrophe after another in the world.
Comment: Unclear what the military-industrial articles seek to accomplish, but it could signal an information campaign to degrade the US response to a potential Ukraine-Russia crisis.

Perhaps you noticed that President Xi Jinping and I always address each other as “my friend.” And it is true: we have a very trusting personal relationship that helps our professional relationship as well.
In terms of the economy, first of all, Asia is a rapidly and successfully developing region, and China is the absolute leader of both the global and Asian economy. It is only natural that we are developing our economic relationship with China. Bilateral trade currently exceeds US$100 billion, which is above the pre-pandemic level. China is our biggest trade and economic partner with which we cooperate in many different fields.
In terms of energy, both China and Russia committed to achieve carbon neutrality by 2060. But before that deadline, we will be supplying all types of energy resources to China. We are willing to continue beyond the deadline because life will not stop in our countries in 2060, and there are many ways to achieve carbon neutrality, even while still using hydrocarbons, provided that they are used appropriately. We continue to cooperate in nuclear energy, high technology and space – in almost every industry, including technology-intensive sectors.
Our people-to-people cooperation includes organising mutual years of youth exchanges, years of science, education, culture and so on. These initiatives, of course, bring people together at the most basic level, in humanitarian sphere.
We cooperate on security. The Chinese army is extensively equipped with the most advanced weapons. We even develop some technologically advanced weapons together. We cooperate in space and aviation, on both airplanes and helicopters. Finally, we promote cooperation between our armed forces through joint military exercise and international military games, joint maritime and air patrols. Ours is an overarching partnership of strategic nature that has no precedents in history, at least not between Russia and China. [Bolded by The Report]
This daily hard work benefits both the Chinese and Russian people. It is, of course, a strong stabilising factor in the international arena.
The United States just keeps making the same mistake [of boycotting Olympics]. Where does this diplomatic and political boycott of China come from? From attempts to contain the development of the People’s Republic of China. There are no other reasons whatsoever.

There is no way they can contain China’s development. Eventually this will dawn on them. No way they can contain China. Today, China has a bigger economy than the United States in terms of purchasing power parity. As years go by – 2035, then 2050 – China will inevitably emerge as the world’s number one economy in terms of all other indicators as well. We need to understand this. Who knows? Maybe they do understand this, but are still acting this way. But this is a mistake.
New Year 2022 greetings to foreign heads of state and government – The Kremlin
In his message of greetings to President of the People's Republic of China Xi Jinping on the occasion of the New Year and the upcoming Spring Festival, Vladimir Putin noted that 2021 marked the 20th anniversary of the signing of the Russian-Chinese Treaty on Good-Neighbourliness and Friendly Cooperation, which is a solid basis underlying bilateral relations. Despite the pandemic-related challenges, Russia and China’s interaction was exceedingly productive. A dynamic political dialogue continued at all levels, trade was up at an all-time high, and cross years of Scientific, Technological and Innovative Cooperation led to good practical results. The effective coordination of efforts in addressing key items on the regional and international agenda was noted in the message and confidence was expressed that the two countries would be able to expand the entire range of bilateral ties, and a new joint project between the two countries – the Year of Cooperation in Physical Fitness and Sports – would be implemented in full. “I have no doubt that our Chinese friends will make sure that the Winter Olympic Games are a success. I look forward to our meeting at the opening ceremony of this sports festival,” the message reads.

The President of Russia sent New Year greetings to President of Mongolia Ukhnaagiin Khurelsukh, emphasising the important fact that even amid the pandemic Russia and Mongolia have been actively promoting cooperation in various spheres: in particular, successful implementation of the Joint Plan of Events to mark the 100th anniversary of Russian-Mongolian diplomatic relations is of great importance. Vladimir Putin also expressed confidence in the continued fruitful joint work on current bilateral and international issues for the benefit of the peoples of Russia and Mongolia and in the interests of stronger peace and security on the continent. The China-Russia Year of Scientific and Technological Innovation concluded last month, which saw more than 1,000 events for exchanges on scientific innovation and cooperation. The No. 7 and No. 8 units of the Tianwan nuclear power plant and the No. 3 and No. 4 units of the Xudapu nuclear power plant started construction in May, which are the biggest China-Russia joint project in the field of nuclear energy.

"Yes, the issue was mentioned," he said when asked whether the leaders spoke about the prospects of gas supplies via Power of Siberia 2. It was noted that "the leaders had discussed the issue during online contacts this year," Ushakov added.
Gazprom sets new record for gas supplies to China on December 23 – TASS
Gazprom CEO Alexey Miller said earlier that since November, the company’s gas supplies to China via the Power of Siberia pipeline have exceeded daily contractual obligations to Chinese partners by more than one third.
Feasibility study for pipeline to China via Mongolia to be ready in coming weeks — Putin – TASS
"The optimal route, length and other parameters have already been determined. The feasibility study is being prepared. I believe it will be ready in broad terms in weeks to come," Putin noted. The Soyuz-Vostok gas pipeline will pass across the territory of Mongolia and will be the extension of the Power of Siberia-2 gas pipeline. Its export capacity can be more than 1.3 times above the capacity of the Power of Siberia gas pipeline. Construction work under the project can start in 2024.
Comment: Construction work could *start* in 2024? That would imply first gas deliveries to China no sooner than 2025, although a start date in 2027-2029 would be more likely. This natural gas megaproject would represent a huge – and very risky – bet against alternative energies (renewables, Green Hydrogen, batteries, fusion energy, etc).
